COMMITTEE ASSIGNMENTS AND RESPONSIBILITIES Committees are the backbone for the Community Board and are the first step in the process of where agency services are evaluated, land use issues are reviewed and considered, and proposals to the city’s capital and expense budgets are made annually.
Outside of the General and Executive Board meetings, Bronx CB7 currently has a total of 21 committees, 13 standing and 8 ad hoc that meet regularly to discuss issues pertinent to their committee. Committee chairs, who are appointed annually by the Chairperson, are responsible for setting meeting dates, creating agendas, and submitting minutes for approval and at every general board meeting.
Below is a brief description of the responsibilities of each committee:
- Budget, Personnel & Ethics- Develops the capital and expense budget requests affecting local municipal service delivery to the board for review and submission to the proposed city budget. Additionally, this committee is responsible for the review of personnel evaluations and monitoring board ethics issues.
- Community, Intergovernmental & Long-Term Planning- Reviews community issues that fall under the jurisdiction of multiple city agencies and that require extensive planning. Ad hoc committees fall under the jurisdiction of this committee.
- Economic Development- Works with the business community and city agencies to promote and strengthen business development, job training, and local employment.
- Education, Libraries & Cultural Affairs- Monitors conditions and collaborates with parent and teacher groups on local education issues. This committee also monitors issues affecting our local libraries and cultural institutions.
- Environment & Sanitation- Monitors the impact of local environmental projects and its impact on the local community. Additionally, this committee reviews sanitation policy, enforcement, and quality of life issues.
- Health & Hospitals- Evaluates health programs and city agencies’ services to promote health awareness and disseminate information to local groups and residents.
- Housing- Works with local city agencies, tenants, advocacy groups, and building owners to address issues affecting housing and home ownership.
- Land Use & Zoning- Monitors issues affecting land usage planning, local variances, and zoning. Additionally, this committee heads the Uniform Land Use Review Process (ULURP).
- Parks & Recreation- Responsible for the monitoring of conditions affecting local parks including programming, renovations, services, and enforcement issues.
- Public Safety & Quality of Life- Works with community groups, residents, and city agencies to monitor public safety and quality of life issues. This committee is also responsible for the review and recommending for approval or denial of requests for a liquor license through the New York State Liquor Authority.
- Senior Services- Assess the delivery of services to seniors from municipal agencies and works with local groups to review issues affecting seniors and local senior centers.
- Traffic & Transportation- Advocates and reviews policy and service delivery of city and state agencies affecting roadways, infrastructure, public transportation, and maintenance issues.
- Youth Services- Monitors service delivery and performance of city agency, afterschool, and community programs affecting our youth. This committee also reviews issues affecting the Summer Youth Employment Program (SYEP) and oversees the Youth Community Board Program (YCBP).
- 197A Planning- Works with community stakeholders, elected officials, and city agencies to formulate a comprehensive, viable, long-term vision for our community.
- Croton Filtration Monitoring- In conjunction with neighboring community boards, this committee monitors environmental, health, and safety issues arising from the development of the Croton Filtration Plant development and its impact on residents, businesses, and municipal services delivery. - Kingsbridge Armory Task Force- Monitor the development at the Kingsbridge Armory and works with the developer, community stakeholders, and elected officials to advocate for community concerns.
- Landmark Preservation- Evaluates areas as potential landmarks, advocate for landmark status, and monitor the landmarks preservation process in designated areas.
- Neighborhood Advisory Board- Representing the community board, the representative assists in identifying funding priorities in low-income neighborhoods needing community development support and advocates for federal funding of Community Services Block Grants through the Department of Youth and Community Development.
- Community Emergency Response Team- Works with the Office of Emergency Management to support the community by assisting City agencies that prepares for and responds to disasters by training volunteers in disaster preparedness and basic emergency response skills.
- Webster Avenue Rezoning Initiative
At the request of Bronx Community Board 7, local institutions and elected officials, the Department of City Planning proposes to amend the Zoning Map on all or portions of 80 blocks in the Bedford Park and Norwood communities in Community District 7, in The Bronx, to allow mid-density housing and retail on Webster Avenue and preserve the existing character of the adjacent residential areas.
- Harlem River Waterfront Initiative- This committee is comprised of members of the Land Use, Parks, Traffic, Environment and Economic Development committees. It is charged with reviewing issues along the waterfront and presenting proposals to provide more community access.
Generally speaking, committees must consist of 3-7 board members appointed annually by the Chairperson and can be comprised of a number of non-board members equaling less than 50% of the total membership for that committee.
Non-board members are appointed by the committee chair with the approval of the chairperson.
